- Certificate, on paper mounted on board, certifying Joseph Belanger as Consular Agent of France at Detroit, Michigan, issued by the United States Department of State and signed by Secretary of State James G. Blaine on April 15th, 1889. The certificate is affixed with the seal of the United States Department of State. The full text of the certificate is as follows: "Department of State To all to whom these Presents shall come, Greeting: I Certify That, satisfactory evidence having been exhibited of the appointment of Joseph Belanger as Consular Agent of France, at Detroit, Michigan, the President of the United States of America has ordered his recognition as such officer, declaring him free to exercise and enjoy such functions, powers, and privileges as are allowed to the Consular Agent of the most favored Nations in the United States. In testimony whereof I, James G. Blaine, Secretary of State of the United States, have hereunto subscribed my name and caused the seal of the Department of State to be affixed. Done at the City of Washington this 15th day of April, in the year of our Lord one thousand eight hundred and eighty-nine, and the 113th year of the Independence of the United States of America. James G. Blaine"
