Sepia-toned photo showing 34 Detroit Police lieutenants standing on the steps in front of the entrance to the old Police Headquarters building which was located at the corner of Bates and Farmer Streets. The street name signs are visible on the sides of the building in the upper right and upper left areas of the photo.
