Sykes talks about these three prominent social questions discussed in America: how good or bad is the American educational system?; what kind of system do we want?; and what role should government play? He compares the decentralized education system in the U.S. with other very centralized systems in other countries. Sykes says that American schools are moving away from government control towards a system of regulated privatization and he explains how schools are funded in Michigan and how that model is radically changing.
