Fred H. Locke and Walter J. Norris

Notes:

Mr. Norris and City Manager Locke with Leopold von Singer Midgets, a traveling vaudeville troupe, on the steps of City Hall. All are warmly dressed in topcoats and hats. Two of the men are wearing raccoon coats, and most of the women are wearing fur coats and most are holding booklets. Behind the group, between two rounded columns is the center revolving door of the City Hall, and on each side of it are tall double doors with gothic style panels.
