Detroit mayor, Richard Reading poses with Detroit city clerk, Clarence J. McLeod. Reading served as mayor from 1938-1940 and was later convicted of racketeering. McLeod was also a state congressman, who unsuccessfully ran for both mayor of Detroit and governor of Michigan.
