- President Obama describes the complications associated with the individual sign-up for the Affordable Care Act and apologizes to Americans whose insurance plans are being canceled due to the law. Obama explains that about five percent of the population are at risk of having current policies cancelled because those plans no longer meet the ACA standards for minimum coverage.
