The report contains information concerning the physical and financial states of various Detroit parks, including Belle Isle, Clark Park, Palmer Park, and Grand Circus Park, in addition to photographs and illustrations of scenes from various parks. This particular copy contains an insert affixed to the title page reading "To David Parsons: Compliments of... Edw. C. Van Lewyen. Commissioner."

Balsley, and Myrtle P. Hurlbut posed standing beside a covered horse-drawn carriage on a road, with a portion of a large wooded park in the background. The men are identified by handwritten captions on the board to which the photo is mounted. "Between [...] 1898," is also handwritten on the backing. "Park Commissioners," is handwritten on the verso below a label for the Royal Photograph and Publishing Company, with a branch office at 152 Gratiot Avenue.

- The booklet has a decorative cover design that shows a woman who is wearing a flowing gown and is holding a torch. Two black and white pictures of a park scene and a boulevard scene are shown on each side of her. The booklet is unbound and consists of about 50 un-numbered pages of black and white pictures that feature views of Belle Isle as well as various city parks and boulevards. One of the pictures is a fold-out panoramic view of Central Avenue on Belle Isle. A list of commissioners' names is shown at the front of the booklet.
