Obama explains how the insurance exchanges will operate to assure people can find affordable plans that cover their needs. He alleges that there is considerable misinformation about the ACA and its impact and declares, "health care is not a privilege; it is a right." Obama is introduced by Carol Metcalf who tells of her family's struggles to obtain health insurance.
