President Barack Obama speaks to homeowners in Las Vegas, NV about changes to the Home Affordable Refinance Program (HARP). He says he will ask Freddie Mac and Fannie Mae to loosen HARP restrictions, making it easier for property owners to refinance their home loans even if the market value of the home has dropped below the loan balance. Obama says that the program is necessary to keep people in their homes and to help the country move out of the recession. He again challenges republicans to pass the American Jobs Act and help get people back to work.
