Notes:

Women of a "Safety Group," perhaps a part of the Grand Rapids Safety Council. Taken outside of the Mrs. C.E. (Elsie) Edwards' home at 551 Plymouth SE, the 21 women are wearing coats and hats, and several have award ribbons on their lapels. The two children included in the picture may be Elsie P. and Chester C. Edwards (1940 census).
