The drawing was prepared at a scale of 1 inch = 4 feet and 1 inch = 8 feet and shows a water front elevation view of the proposed 3-story building. Plan views of the foundation and first floor are also shown. Handwritten text in the upper left corner of the sheet shows "Total amount of estimate to bring oil vault up to water table $16,525.82 - See Enclosure B with letter 308 - Engr. 11th Dist. Dec. 8, 1870." Handwritten text along the lower edge of the sheet shows "No. 308. Respectfully submitted with letter of December 8th, 1870," and is signed by "O. M. Poe, L.H. Engr., 11th Dist."
