The specifications (Job 243) are bound in a booklet that has two brass fasteners at the top. The cover is made of light brown paper that has a cloth backing and includes handwritten text for the title. Printed text beneath the title shows the name, "Falkinburg & Miller, J. Lawson Miller Successor Architects." The cover interior and outside back cover have printed advertisements for many contractors, tradesmen, and building materials suppliers. The booklet contains 65 pages of typewritten text that give brief descriptions of all of the materials and construction requirements for the project. An index is shown on the first page.
