Flint Area Conference, Inc. (FACI), headed by C. S. Harding Mott, was the leading force for Flint's redevelopment. It commissioned a study from Lybrand, Ross Bros. & Montgomery, which recommended "people generating" activities in the downtown area and specifically relocating the UM-Flint campus to the downtown area along the Flint River
