Dunbar discusses the historical reasons the United States has worked to maintain a strict division between military and civilian authority, citing the Roman Empire as an instance in which the military authority usurped a free government. Dunbar then calls attention to the number of military personnel in important positions around President Truman, including Secretary of State George C. Marshall, Russian Ambassador Walter Smith, and the military governor of US occupied Germany Lucius Clay.
