- President Obama delivers a national address outlining three executive action steps he is taking to change the U.S. immigration system. One, which he notes is controversial, involves addressing the millions of undocumented immigrants living in the nation. Under this order, a person who has been in the country for more than five years, has children who are citizens or legal residents, she or he must pass a criminal background check and be willing to pay taxes to apply to stay temporarily. The other two measures call for additional resources for law enforcement personnel to stem the flow of illegal crossings and speed up the return of those who do cross illegally, and making it easier and faster for high-skilled immigrants to stay in the U.S. Obama calls for congressional action to replace his executive orders. Held in the White House.
