Seen from high in the State Capitol Building. At the time of the photo, Washington Avenue had been closed as a street and converted to a mall north of Michigan Avenue and parking south of Michigan. Also, Jim's Tiffany Place restaurant at 116 East Michigan is seen in the photo, on the right between Washington and Grand.
