Referencing the past and anticipating the future, Obama says that he will cut the massive federal budget deficit he has "inherited" in half by the end of his term of office and that although U.S. banks may need more government funding, any additional money given will be tightly controlled. Obama says that the new budget he will shortly submit to Congress will include funding for healthcare and education reform and incentives for the development of alternate energy production. The President is introduced by Speaker of the House Nancy Pelosi.
