Workers on ladders and perched atop pieces of the frame position struts spanning several pieces of framing near the bow, as workers guide bulkheads suspended from the overhead crane into position near the stern. Another Eagle Boat is under construction in the background. The boat has been dressed with its signal flags, and draped with banners. The towers of the launch elevator have also been draped with banners.
