- National Intelligence Director Dan Coats, CIA Director Gina Haspel, and FBI Director Christopher Wray testify before the Senate Intelligence Committee on global threats to the United States. Coats offers an assessment of cyber threats to the U.S. and lists the challenges presented by China, Russia, Pakistan, Iran. Coats also says that it is unlikely that North Korea will give up its nuclear weapons production capabilities. Haspel and Wray discuss efforts to protect the 2020 election from foreign influence. Also testifying are General Paul Nakasone, commander of U.S. Cyber Command, General Robert Ashley, director of the Defense Intelligence Agency and Robert Cardillo, director of the National Geospatial-Intelligence Agency. Senator Richard Burr (Republican-North Carolina) chairs the hearing.

- United States President Barack H. Obama delivers his final State of the Union address. Obama poses four main questions. These are: how do we give everyone a fair shot at opportunity and security in the new economy; how do we make technology work for us, and not against us, as we solve our biggest challenges; how do we keep America safe and lead the world without becoming its policeman; how can we make our politics reflect the best in us, and not the worst? In answering these rhetorical questions, Obama describes the technological and social changes reshaping the way we live, the way we work, our environment, and our place in the world. He also discusses how these changes can be made to benefit the American people and further declares that America is the most powerful military presence in the world, climate change is real and that the 2008 recession was not caused by food stamp recipients, but by Wall Street.

- President Obama speaks to a crowd of students and dignitaries at the Jerusalem Convention Center after meetings with Israeli and Palestinian Authority leaders. Obama urges young Israelis to pressure their leaders to seek peace with Palestinians while acknowledging the Jewish state's historical right to exist and defend itself from continuing threats. Speaking in English and Hebrew, he prompts a standing ovation when he declares that those who adhere to the ideology of rejecting Israel's right to exist might as well reject the Earth beneath them and the sky above, because Israel is not going anywhere.

Speaking through an interpreter, al-Maliki thanks the United States for its commitment and says that Iraq is ready to assume all necessary security duties and looks forward to continued U.S. help to build its economy. Al-Maliki also talks about the need to improve the Iraqi education system and thanks President Obama for his support.

- Description:
- Militarisation in Africa is primarily a symptom of intra-state crises. The crises gave rise to a security vacuum which states and groups seek to fill through violence. The ensuing vicious cycle of insecurity will not be broken, and substantial demilitarisation will not be achieved, without addressing the structural causes of the crises. The priority in this regard is the establishment of good governance. While a positive relationship may exist between disarmament, development and security, the more significant relationship is between good governance, secuirty and disarmament.

- Description:
- Following independence a number of African states were content to seek protection under the security umbrella of an external power. The end of the cold war has called this clientelism sharply into question, facilitating a variety of challenges to the political hegemony of the state and the emergence at the same time of new and diffuse forms of force, wielded by private as well as official entrepreneurs of violence. Liberalisation and state weakness have encouraged a growing private market in security, making possible novel ways of articulating political, commercial, and military agendas. The resulting "crisis of security" is forcing both state and non-state, domestic and external actors to rethink security concepts and architectures, in cooperation as well as competition with each other.
