Eisenhower focuses his speech on the failures of the Truman administration's foreign policy, specifically targeting Truman's approach to Korea. Eisenhower lists a number of warnings which he says that Truman and the U.S. State Department failed to heed following World War II and how that failure resulted in the administration blinding leading the country into a preventable and unnecessary war in Asia. - President Obama describes the complications associated with the individual sign-up for the Affordable Care Act and apologizes to Americans whose insurance plans are being canceled due to the law. Obama explains that about five percent of the population are at risk of having current policies cancelled because those plans no longer meet the ACA standards for minimum coverage.
