- Description:
- Bad governance is a major contributor to poor service delivery in Africa. In Kenya, the level of accountability in the management of public affairs has consistently declined since independence. This is in spite of various legal instruments and watchdog institutions established to regulate and monitor the ethical conduct of public officials. This paper argues that the pattern of consolidation of power embarked upon by Kenya's post-colonial rulers was a major underlying factor in the deterioration of ethical standards in the public service. The construction of patron-clientilist relations were quite pronounced in this regard. The same goes for the deliberate manipulation of ethnicity. The paper concludes by advocating the adoption of a number of measures in order to enhance accountability in the public service of Kenya.

Following the announcement U.S. Attorney General William Smith answers questions from the audience. Smith says Reagan is satisfied with O'Connor's stance on abortion, and Smith insists that she was chosen based on her qualifications and not her political ideals, then comments on how the decision was made to nominate O'Connor.

- Based upon interviews done some years earlier, Dorothy Harrison delivers a presentation about the life of M.T. "Tuck" Sacher and her service in the U.S. State Department which began in 1954 and led to a stint in Vietnam from 1968 to 1973. Harrison discusses Sacher's duties while based near the Cambodian border and her vivid memories of the 1968 Tet Offensive and watching fighting from her roof top. Harrison says that Tuck told a story about an American nurse stationed near an old French cemetery who reported an increase in funerals to the American Embassy. Embassy officials ignored the information, Harrison says and later found that the Viet Cong had been hiding ammunition in the cemetery in preparation for Tet.
