To Ms. Kimdsen -A.L.," is handwritten and "copy" is typewritten at the top, the blanks for the names and dates on the first page have been filled out, and on the seventh page, names have been typewritten where each party would have signed, including Edsel B. Ford, Klingensmith, and Graham Egerton as representative of Acting Secretary of the Navy, F.D. Roosevelt.
