Eisenhower focuses his speech on the failures of the Truman administration's foreign policy, specifically targeting Truman's approach to Korea. Eisenhower lists a number of warnings which he says that Truman and the U.S. State Department failed to heed following World War II and how that failure resulted in the administration blinding leading the country into a preventable and unnecessary war in Asia.
