- One certificate issued as a Resolution by the Board of Councilmen of the City of Detroit to honor the late Governor John J. Bagley whose estate was "Presenting to the City of Detroit a Free Public Drinking Fountain of Ice Water for the People." The Resolution was passed on June 17, 1887, by Councilmen Beggs, Champion, Conahan, McCarthy, McLaughlin, Moran, Petz, Streeter, Tuite, Pridgeon, and President Pro Tem, Hon. Thomas Berry. The Board of Aldermen approved a concurring resolution on June 21, 1887. The certificate was signed at the bottom by M. H. Chamberlain, Mayor, and Wm. T. Dust, City Clerk, on August 18, 1887. An embossed paper seal was affixed to the certificate near the lower left corner. The certificate has drawings of flowers, a waterfall, and stream with cattle along the perimeter. The artist's signature, "J. Owen, 1887," is shown in the lower left corner.
