The poster shows a drawing of three ships of varying length, representing the total tonnage of ships afloat, the tonnage of ships sunk by submarines, and the tonnage of ships built in 1917. Text underneath the ships reads, from top to bottom: "Total tonnage afloat was 30 million January 1, 1917," "7 million tonnage sunk by submarines during 1917," and "3 1/2 million tons built during 1917." Text at bottom right reads "For every ton of new ships built in 1917 by all the allies and neutrals the U boats sank more than two tons." Text along the bottom of the poster reads "WILL THE SUBMARINE WIN OUT?"
