- Description:
- Non-governmental organisations (NGOs) have participated in social development process throughout the world. In African countries this participation has assumed even greater significance because of the complementary, or occasionally supplementary, role NGOs play to that of government in social development. However, it is suspected that lack of clear definition of the relationship between NGOs and states in social development in Africa has led to uncontrolled, uncoordinated and ineffective participation of NGOs in social development This paper, therefore, argues that participation especially by foreign NGOs in social development will yield better results if stales in Africa clearly define the relationship with NGOs in terms of values, ideology and approaches. The discussion also looks at some of the implications of the relationship using examples from Zambia.

- This article examines the difficulties of extending literacy training, adult education and vocational training to out-of-work youth within the context of Malawi. The central argument of this paper is that unless the mass of illiterate and semi-literate youths are given practical skills to enable them to earn a livelihood, their employment and earning prospects are bleak. Without gainful employment these out-of-school youths will be unable to escape the poverty trap. An apprenticeship scheme, linked to the functional literacy programme is advocated as a means for skills training. Under the scheme a learner would be attached to an experienced artisan or craftsman to learn a trade or craft by direct observation and practice.

- This paper discusses the results of the study on the State and Dynamics of Social Policy Practice and Research in Zimbabwe. The paper observes that factors that have influenced the formulation of social policies include racial segregation, ideology, politics, availability of resources and the influence of bilateral and multilateral aid agencies. The paper also observes that the process of policy formulation is a preserve of government technocrats and politicians and there is very little involvement of civil society. It further argues that most social policies in Zimbabwe are remedial and fragmented and reflect a fusion of elements including selectivity and universality in service provision. It is noted that social policy research in Zimbabwe has tended to be too sectoral and that it rarely informs social policy.

- The effectiveness of the role performance of NGOs should be measured against their ability to engender the preconditions to the attainment of rural development objectives. NGOs are yet to wholly generate these success ingredients. This failure is due to the paradox of performance.The dynamics of operations of NGOs produce some latent inhibiting consequences which constrain the attainment of anticipated grassroots developmentThis article identifies some of these shortcomings and concludes that concerted global research efforts are needed to understand better these nascent but elusive problems and to offer management strategies.

- Description:
- Lesotho Women led by Lesotho's 70-member Federation of Female Lawyers, are waging a vigorous campaign against sex and other forms of discrimination based on gender. This campaign is directed, in particular, at the country's laws, customs, traditions and social norms that govern the relationship between men and women. They are calling for radical legal and social reforms that will end gender inequality and thus ensure their full participation in and contribution to the process of development. But have the root causes of the problem been identified? For example, can we expect gender inequality to disappear without addressing its politics? This paper serves as a contribution to the emerging debate in Lesotho about the causes and consequences of gender inequality. It argues that any struggle against gender inequality is essentially a political struggle and must, therefore, be directed at changing the existing political structure.
